Voting by Absentee Ballot

Any qualified elector who is unable or unwilling to appear at the polling place on election day may request to vote an absentee ballot.  A qualified elector is any U.S. citizen, who will be 18 years of age or older on election day, who has resided in the municipality where he or she wishes to vote for at least 28 days before the election.   All voted ballots must be returned to the municipal clerk by mail so that the clerk can deliver them to the polling place before the polls close.  Any ballots received after the polls close will not be counted.

You  may request absentee ballots up until 5:00 PM on the Friday before an election from the Town of Hiles Clerk, Cathy Votis, 9156 N. Main Street, Hiles WI 54511.  To allow sufficient time for mailing, please request these as soon in advance as possible - each elector requesting an absentee ballot must do so in writing (one person can not request ballots for him/her self and their spouse).  Your written request must list your voting address, where the absentee ballot should be sent, if different, and your signature.  You may also download an absentee ballot application.  Click here for a fillable absentee ballot application.  You can also personally go to the clerk's office, complete an written application, and vote an absentee ballot until 5:00 PM the Friday before an election.


Section 6.869 Wis. Stats. requires the development of uniform instruction for absentee voters, including means for correcting errors in marking an absentee ballot and obtaining a replacement ballot:

Uniform Instructions for Absentee Voters

  1. Read and follow the instructions for completing the ballot carefully.  Mistakes may spoil your ballot.

  2. Complete the ballot in the presence of one (1) witness.  The witness cannot be a candidate at the election and must be an adult U.S. citizen.  The witness must verify that the individual completed the absentee ballot, but should not view the voter’s choices.

  3. Refold the ballot and place inside the certificate envelope. 

  4. Sign and complete the Absentee Ballot Certificate, including the affidavit.  One witness must sign the certificate and provide his/her address.

  5. Seal the certificate envelope.

  6. If you make an error while marking your ballot, spoil your ballot, or require a replacement ballot, contact your municipal clerk immediately.  You must return your original ballot and certificate envelope before a replacement ballot will be issued.  No replacement ballots are mailed after the 5th day preceding Election Day.  If you require a replacement ballot after the 5th day preceding Election Day, you must return the original ballot and certificate envelope in person to the municipal clerk.  You will be required to vote your replacement absentee ballot in the municipal clerk’s office.

  7. Return the ballot (in the certificate envelope) in time for distribution to the polling place.  If you have questions about the deadline for returning your ballot, contact the municipal clerk.  No late ballots are accepted.


Voter Registration

As of January 1, 2006, all municipalities in Wisconsin require voter registration prior to a person being allowed to vote.  Anyone wishing to vote in the state of Wisconsin has three options to register.  For complete information on voter registration please go to

Photo ID Required to Vote

Beginning in 2012, a photo ID is required upon voting before a ballot is issued to voters.  The purpose of photo ID is to verify the identity of the voter.  For additional information regarding what constitutes an acceptable photo ID, please see the Voter Photo ID Law page.

Proof of Residence

The following constitute acceptable Proof-of-Residence if the document contains your current name and address and is valid on Election Day (unless otherwise indicated): 

  1. A current and valid Wisconsin driver license.

  2. A current and valid Wisconsin identification card.

  3. Any other official identification card or license issued by a Wisconsin governmental body or unit.

  4. Any identification card issued by an employer in the normal course of business and bearing a photo of the card holder, but not including a business card.

  5. A real estate tax bill or receipt for the current year or the year preceding the date of the election.

  6. A residential lease which is effective for a period that includes election day (NOT for first-time voters registering by mail).

  7. A university, college or technical institute identification card (must include photo), ONLY if the bearer provides a fee receipt dated within the last nine months or the institution provides a certified housing list to the municipal clerk.

  8. A gas, electric or telephone service statement (utility bill) for the period commencing not earlier than 90 days before election day.

  9. Bank statement.

  10. Paycheck.

  11. A check or other document issued by a unit of government.
